Personally I think winning the world cup is more of an honour for your country worldwide, so to me Italy is better.On the other hand if you consider Euro better than Germany.

Definitely Germany. They have one less World Cup title, but more Euro cup titles and second places in both events.

Germany is by far the better. The simple fact of the matter is, you can’t really count those 2 world cups Italy won in the 30s, that wasn’t modern soccer. Even if you include those, Germany has been a semi finalist 11 times in the world cup, thats by far the most consistent record of anyone. And considering the Euro is the harder tournament, their record there also points to germany being the better soccer nation.

The Germans has won more Cup than any other team in Europe.7 times in the final stage of the World Cup,5 in Euro Championship.You people should know that the German has won all 3 of Their European title undefeated[1972,1980,1996 :all end with zero defeat].
The last time the Germans lost a Penalty was in 1976 European Championship Final against the old Chechslovakia.Those damn Czechs!!
